Egypt Launches €10 Million Fund for Public-Private Partnership Project

Egypt's Ministry of Finance and EBRD have announced a €10 million PPP fund to cut project timelines, support feasibility studies, and draw new private investment into infrastructure & renewable energy

Egypt's Ministry of Finance has launched a dedicated fund in cooperation with the European Bank for Reconstruction and Development (EBRD) worth €10 million to support the preparation of public-private partnership (PPP) projects in Egypt. Introduced at the 'PPP Project Preparation Mechanism' event in Cairo, the initiative will provide financing for feasibility studies and advisory services, aiming to accelerate project timelines, attract private investment, and strengthen collaboration between the government and private sector. The fund will cut the period for contracting consultants from about 15 months to eight weeks, allowing the government to tender more than ten PPP projects at once. It will be reimbursed by winning investors, ensuring sustainability, and can also be directed toward green PPP projects. The program is part of Egypt’s new five-year Economic Development Narrative, which seeks to increase the private sector’s contribution to GDP to more than 80 percent, up from the current 65 percent share of total investments. In the last fiscal year, 30 PPP projects worth EGP 41 billion were approved, spanning dry ports, water and sanitation, industrial wastewater treatment, electricity substations, power distribution networks, and technical education. Upcoming projects are expected to attract EGP 25–30 billion in new investments. Developed with EBRD, the fund combines financial and technical support to advance PPP project preparation and implementation. Over 80 percent of EBRD’s portfolio in Egypt is already directed toward the private sector, and the institution is a key partner in Egypt’s Nexus of Water, Food, and Energy (NWFE) Programme, particularly its energy pillar, which focuses on mobilizing private investment in renewable energy.
