Egypt’s FRA Issues Updated Real Estate Valuation Standards

The framework updates Egypt’s property appraisal rules, aligning them with international standards and adding ESG requirements.

The Financial Regulatory Authority has issued the second edition of Egypt’s real estate valuation standards, replacing the framework that had been in place since 2015.

Issued under Board Decision No. 191 of 2026, the new standards are aligned with the latest International Valuation Standards, which took effect in 2025. The FRA said the update is intended to improve the quality, consistency and reliability of real estate appraisal used across investment, finance and related transactions.

The framework sets out three principal valuation approaches: market, income and cost, with valuers required to select the method most appropriate to the asset, purpose and type of value being assessed. Where available information is insufficient, the standards encourage the use of more than one approach.

The rules also introduce tighter requirements around data and inputs, including accuracy, completeness, recency and source verification. Valuers are required to rely on factual information such as measurements and published prices, while maintaining independence, objectivity and professional competence.

Potential conflicts of interest must be disclosed, and practices involving fraud or breach of trust are prohibited. Valuation data and records must be retained for at least five years from the date of the report, or two years from the final judicial procedure connected to the asset.

The standards also cover rights associated with property, including ownership, possession, lease and usufruct, as well as assets under development such as undeveloped land, redevelopment projects and properties undergoing improvement.

Environmental, social and governance factors have also been incorporated into valuation assessments, alongside requirements covering the nature of the asset, sources of information, purpose and date of valuation, and surrounding environmental and social conditions.
