The Startups and Entrepreneurship Charter has been launched in Egypt, establishing a national framework intended to formalise cooperation between government bodies and the entrepreneurship ecosystem and to improve conditions for startups.

The charter is positioned as a practical roadmap addressing regulatory and structural challenges facing startups, from establishment through to regional and international expansion. The framework brings together multiple government entities to coordinate roles, simplify procedures, and clarify regulatory pathways for entrepreneurs and investors.

The charter outlines a package of more than 80 executive measures aimed at improving the startup business environment. These measures focus on streamlining government procedures, increasing transparency, and defining responsibilities across relevant authorities, with the goal of reducing administrative friction and improving predictability for startups operating in Egypt.

A key component of the document is the introduction of a unified definition of startups. This is intended to standardise eligibility for incentives, support programmes, and facilitations, addressing discrepancies that have existed across different institutions.

The charter forms part of broader efforts underway in Egypt to strengthen the investment climate for entrepreneurship and provide a more coherent policy framework for startups.
