Pasqal & Eleven Ventures Form Saudi Quantum Computing Joint Venture

France-based Pasqal and Saudi investment platform Eleven Ventures have agreed to establish Pasqal Arabia, a commercial joint venture to deploy and scale quantum computing systems across the region.

France-headquartered quantum computing company Pasqal and Saudi investment platform Eleven Ventures have agreed to establish a commercial joint venture to deploy and scale quantum computing systems across Saudi Arabia and the wider region.

The new venture, Pasqal Arabia, will deploy and operate Pasqal’s neutral-atom quantum systems in the Kingdom and bring the technology to commercial customers across Saudi Arabia and neighbouring markets. Multiple systems are planned for deployment over the coming years.

Alongside commercial expansion, the partnership will focus on developing local quantum expertise and talent, with the aim of building more of the underlying capability inside Saudi Arabia rather than relying solely on access from abroad. Prince Abdulaziz Bin Turki Bin Talal, founder of Eleven Ventures, will serve as Chairman of Pasqal Arabia.

“The Kingdom has moved faster than most markets to turn advanced computing into national capability,” said Pasqal CEO Dr Wasiq Bokhari. “We believe this joint venture puts Pasqal’s quantum systems inside the Kingdom, built to scale with the region’s ambition – not adjacent to it.”

The agreement builds on Pasqal’s existing presence in Saudi Arabia. In May 2026, the company and Aramco inaugurated the Kingdom’s first quantum computer at Aramco’s data centre in Dhahran, alongside what they described as the Middle East’s first commercial Quantum Computing as a Service platform.

Pasqal develops neutral-atom quantum computing systems for applications including optimisation, simulation and artificial intelligence. The company currently serves more than 25 clients and partners, including Saudi Aramco, LG Electronics, Crédit Agricole CIB, Thales and IBM.
