Morocco Sets Up JAZARI ROOT Institute as National Hub for AI Research

Morocco has taken a major step in structuring its national artificial intelligence efforts with the signing of an agreement to establish the JAZARI ROOT Institute, a public-benefit entity designed to serve as the central hub of the country’s JAZARI Network for artificial intelligence. The agreement was signed during the “AI Made in Morocco” National Meeting, organised under the supervision of the Ministry of Digital Transition and Administration Reform.

The JAZARI ROOT Institute is intended to function as the core reference platform for Morocco’s AI ecosystem, bringing together research capabilities, technological expertise, and innovation efforts at a national level. Its mandate includes coordinating AI initiatives, pooling resources, and ensuring alignment between scientific research and the operational needs of public administrations and territorial authorities.

As the backbone of the wider JAZARI Network, the institute will work to connect research institutions, public bodies, and local governments, supporting the practical application of AI in public services and development projects. The network itself will be extended through institutes established across all twelve regions of the Kingdom, with the aim of grounding AI adoption in local contexts and promoting balanced regional integration.

The initiative forms part of Morocco’s broader ambition to develop sovereign AI capabilities, strengthen national digital skills, and modernise public administration in line with the Digital Morocco 2030 strategy. The founding agreement brings together twelve ministerial departments alongside five strategic actors from the digital, territorial development, and private sectors, reflecting a coordinated, multi-stakeholder approach to AI governance and innovation.
