AHOY & Lumina Partners Form Alliance for Sovereign Physical AI

Dubai-based deep-tech infrastructure company AHOY and strategic advisory firm Lumina Partners have signed a Strategic Alliance Agreement focused on deploying sovereign Physical AI across public-sector mobility and critical infrastructure programmes.

The partnership will combine AHOY’s proprietary on-chip Physical AI stack with Lumina Partners’ advisory and business development capabilities, with an emphasis on moving government and enterprise operators from legacy systems towards AI environments that can operate under local governance, data-sovereignty, latency and resilience requirements.

Shared priorities include deploying AHOY’s technology across programmes in the GCC and European Union, developing sovereign AI pilots for public and private-sector operators, and creating integration frameworks intended to produce measurable operational outcomes while keeping data and infrastructure under local control.

The companies will also work on go-to-market models aligned with national AI strategies across the region.

Physical AI generally refers to AI systems designed to perceive, make decisions and act within real-world environments rather than operating solely as software-based analytical tools. In AHOY’s case, the company is positioning its stack for deployment directly within infrastructure rather than relying on foreign-controlled cloud environments.
