UAE Ranks First Globally in Entrepreneurship Index for Fifth Year
The UAE has topped the Global Entrepreneurship Monitor index for the fifth consecutive year. The ranking reflects strong performance across finance, policy, education and market access conditions.
The UAE has ranked first globally for the fifth consecutive year in the National Entrepreneurship Context Index, according to the Global Entrepreneurship Monitor 2025/2026 Global Report.
The index assesses the strength of entrepreneurial framework conditions across economies, including access to finance, government policy, education systems and market dynamics. Compiled by the Global Entrepreneurship Monitor, the report is based on primary data collected from entrepreneurs and experts to evaluate the environments that support business creation and growth.
In the latest cycle, only four economies — India, Lithuania, Saudi Arabia and the UAE — met or exceeded sufficiency across all 13 framework conditions measured by the index. The continued top ranking reflects sustained performance across key pillars that underpin entrepreneurship, including regulatory support, funding access and ecosystem development.
The index is designed to benchmark the foundational conditions that enable entrepreneurial activity, providing a comparative view of how economies support innovation, startups and business expansion.
