UAE's Shaffra Expands Into Azerbaijan With New AI Hub

Shaffra will use its Azerbaijan headquarters as a gateway to the Caspian region with three new AI products.

UAE-based enterprise AI startup Shaffra has expanded beyond the GCC, opening a regional headquarters in Azerbaijan and launching three new products as part of its first move into the Caspian region.

The expansion introduces AI Call Center, AI Sales Center, and AI Project Manager, all built on Shaffra's Enterprise AI Workforce Platform, which enables organisations to deploy Autonomous AI Teams across business functions.

According to the company, its Azerbaijan office is powered by its Subconscious AI cognitive architecture, designed to help AI employees retain memory, context and operational understanding across workflows. The AI Call Center handles inbound and outbound customer interactions across channels including phone, WhatsApp, SMS and email, while the AI Sales Center supports lead qualification, meeting scheduling and sales monitoring. The AI Project Manager is designed to coordinate workflows, track project risks and integrate with enterprise project management systems.

Founded in 2023 by Alharith Alatawi and Alfred Manasseh, Shaffra says its Autonomous AI Teams helped enterprises and governments save more than 2 million work hours per month in 2025. The company has raised more than $10 million from investors including stc, Omantel and global technology backers, and plans to use Azerbaijan as a base for further expansion across the Caspian region while continuing to develop AI solutions for customer service, sales, operations, human resources and project management.
