Dubai Chamber of Digital Economy Backs 582 Startups in Nine Months

Leveraging its Business in Dubai platform to drive entrepreneurship, the Dubai Chamber of Digital Economy successfully attracting significant foreign interest and investment in AI.

Dubai Chamber of Digital Economy, one of the three chambers under Dubai Chambers, has supported the establishment and expansion of 582 startups in 2025. Artificial intelligence accounted for 21% of supported companies, the largest share, while HealthTech, Software-as-a-Service, and FinTech together made up 17%. International companies represented 70% of all startups supported during the period.

“We are building an advanced business environment defined by agility, readiness, and innovation to keep pace with rapid technological change, while enabling digital companies to grow and expand from Dubai into global markets," said H.E. Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy & Remote Work Applications, and Chairman of Dubai Chamber of Digital Economy. "This strengthens the emirate’s appeal as a leading destination for digital investment and tech talent, as well as a global testbed for developing and deploying new-economy solutions in line with the objectives of the Dubai Economic Agenda (D33).”

The chamber’s Business in Dubai platform, developed with partners to connect companies to investors, clients, and suitable counterparts, underpinned much of the activity. During the same period, 47% of supported companies benefited from establishment assistance and accelerator and incubator services, while 32% used the platform’s business support services. Between Q1 2025 and Q3 2025, the chamber released four reports, including The Entrepreneur’s AI Playbook, alongside publications on the Expand North Star exhibition and foreign direct investment destinations across technology sectors.

It also organised 15 events and led 16 international roadshows across 17 cities in Australia, Canada, France, Germany, Portugal, Singapore, the United Kingdom, the United States, Vietnam, and South Korea, engaging with representatives from over 2,140 digital startups, ecosystem partners, investors, and incubators. The roadshows highlighted Expand North Star, described as the world’s largest event for startups and investors.
